On Wednesday a large group of migrants managed to overcome the barrier between Morocco and Spain and were in the area for immigrants in Ceuta. Spain has taken advantage of an agreement signed with Morocco in 1992 when José Luis Corcuera was Minister, after talks with the government of that country, to return these migrants "to Morocco.
Most migrants were not Moroccans, but from other countries, but that had not been an impediment to ordering their immediate expulsion.
In secret
After another mass influx in July, Spain contacted Morocco to inform it that it would implement the 1992 agreement, which it accepted. Both governments have kept the decision a secret for the whole month. So, the migrants who were celebrating last night, this Thursday surprised the orders in the center of Ceuta.
Migrants’ rights activists have sounded the alarm about the illegality of the measure. The well-known journalist and activist Helena Maleno recalls that collective expulsions are prohibited by the United Nations.
On the other hand, they have not identified minors or those who are seeking international protection – taking into account their political and social problems in their country of origin. In addition, the public has not had the guarantee of being translators, and as a result they have not been able to know directly what the providence has been. The emphasis on social media has led all these people to a Morocco that systematically violates human rights.
This year marks the 51st anniversary of the United Nations proclamation of International Human Rights Day on 10 December. This date has become important in Euskal Herria and the Human Rights Observatory of Euskal Herria wants to offer some elements of reflection.
