The Commonwealth of the Region of Pamplona has already proposed the construction of an integrated waste management centre in Imarcoain, and the current one is also doing so. UPN, for its part, opposes the action of Imarcoain and proposes to refurbish the waste plant currently in Góngora and to build in it what is intended to be done in Imarcoain.

In the face of this debate, Subai Erakuntza states that the problem is not to do it in a waste plant, “both have the same problem in the marrow: they do not seek to end the green container.” The Foundation considers that the Imarcoain project “does not address this problem properly, as with this plant the green container will remain the main”, and this container collects all the mixed waste. But neither is the proposal of the landfill of Góngora, which maintains the “old concept of large landfills”.

More than in plants, he believes that we need to put the force in the collection so that “the citizens have an obligation to properly separate waste. These systems exist. For example, door-to-door pick-up, which is producing such good results in Sakana, in Gipuzkoa or in many towns and cities in Catalonia. But it's not the only one. In many municipalities, solutions with the same objective are being tested.”

Subai Erakuntza considers that the focus should be on the collection of organic waste, differentiating it in the place where it is generated, that is, in the home. It says that if this is done, much progress is being made. The Foundation proposed the installation of several small plants in the County of Pamplona for the aerobic composting of the organic fraction of the segregated waste in the brown container. "We have to talk about the management model, we decide how and what to do to end the green container once and for all. Because that's the real problem.
