Anyone who is held in a prison in Araba, Bizkaia or Gipuzkoa will soon be able to study in the UPV/EHU in an "official" manner. Naiz reports that the Government has prepared the draft in the absence of the last signature.
The Etxerate Study Group is negotiating with the government. Since the change of competence of the penitentiary center, the steps to "normalize" learning in the UPV/EHU are being worked out. In fact, since the previous course prisoners have the possibility to study at the UPV/EHU, but nothing fixed is developed, and it is soon expected that the verbal agreement will be included in an agreement.
The Pre-Convention concerns the prisons of Basauri, Martutene and Zaballa. The prison in Pamplona, held by the Spanish Department of Justice, will not be included in the convention. Members of Etxerat are also working to promote dialogue between the UPNA and the Government of Spain.
Inactive since 2003
Until 2003, prisoners had the opportunity to study at the UPV, but due to the strong media campaign, the Spanish Government reformed the law on prison policy saying that Basque prisoners had "privilege" to study at the UPV. According to the Etxerate Study Group, he has denounced Naiz as a "legal trick" whose sole objective was to "deprive Basque prisoners of the right to study in the UPV". This reform forced all Spanish prisoners to study at UNED.
The UPV/EHU brought a number of appeals and the Government requested the Government of Spain to sign the agreement at least in 2006 and 2011. With the French Government, on the other hand, the accounts changed in 2011; a ruling made the prisoners regain their right to study in the Upv.
