The President of the Commonwealth, Jean René Etchegaray, explained that the aim of the rule is "to combat the over-pricing of rents and prices in order to protect the purchasing power of citizens". Meanwhile, the EH Bai coalition has stated that "it is an important step towards guaranteeing the right to housing".
