Government plans to grant economic aid for emancipation between 25 and 29 years
- On Wednesday, the Basque Government presented the Basque Strategy to Support Youth Emancipation 2030, with the aim of reducing the age of emancipation to 28 and reaching the salaries of 2010. It provides for grants and the creation of 13,500 new jobs for young people by 2024.
The average age of emancipation of the CAPV in the Autonomous Community of the Basque Country is 30 years, four years after the European average. This factor hinders life and family projects, as stated in the report of the Basque Strategy for Support to Youth Emancipation 2030, presented by the Basque Government on Wednesday, and makes society increasingly aging. The Government’s strategy proposes the granting of grants to people aged 25-29 and the creation of 13,500 new jobs for young people by 2024.
In 2020, the emancipation rate was the lowest in the last ten years between 18 and 34 years. The Government ' s diagnosis has identified low wages, job insecurity and increased housing, especially rental housing, as reasons.
Faced with this, the strategy presented on Wednesday sets a number of objectives: on the one hand, to reduce the age of emancipation to 29 years by 2025 and by 2030 to 28 years. On the other hand, that wages reach the 2010 figures, 200 euros more than now, but 400 euros less than inflation. It has opened the deadline for contributions until February and hopes to adopt the strategy for March.
The financial support provided for the achievement of these objectives has not yet been determined by the Government, inter alia, by its size, duration and characteristics. However, El Diario states that in order to have access to the aid, it must be established that it is registered for a certain period, has a minimum income and does not exceed the maximum, and has a limited duration of the aid.
In addition to this new measure, the Government has recalled the aid already under way, for example, in 24-2023 13,500 jobs for young people will be promoted through the six programmes of the Youth Employment Shock Plan; public housing promotions will have a 40% quota for children under 36; or rental aid for young people will be increased to 300.
The Strategy report collects data from the Basque Youth Observatory, with significant numbers that go beyond salary: the CAPV temporality rate was 62.6% in 2020 among young people up to 29 years old, 46.5% in 2010. Spain accounted for 53% and in the EU-27 33.1%. The rate of bias rose from 12.2% in 2012 to 32.5% in 2020.
