Victor Manuel Pérez Elexpe was killed by the Civil Guard in Portugalete. A civil guard fired on Avenida General Castaños, on the stairs leading to Plaza Rantxe, during the distribution of leaflets supporting the strike of the staff of Potarifa of Navarra.

He was 23 years old and a member of the International Communist Party of Spain. According to witnesses, he was not armed, but they put a pistol in the bag to attribute responsibility for death. There was no trial or sanction. The murderer testified before the military authorities and was soon transferred.

In the months, some 800 people gathered and subsequently protested, but the police resisted and arrested 30 people.
