Fourteen municipalities of Gipuzkoa and Navarra allowed the citizens to stay out of the drawing of military service. This decision was taken in the plenary sessions of Ibarra, Villabona, Lizartza, Leaburu, Zaldibia, Mutriku, Zestoa, Oiartzun, Lezo, Usurbil, Anoeta, Hernani, Berriozar and Bera, on the understanding that the Spanish Constitution denied the Basque word and decision.
