Only the Navarros fighters remained in Hondarribia with the city besieged by the Spaniards. Crowned by Charles I of Spain and V of Germany in the Cathedral of Pamplona, allowed Navarros legitimists to be commuted and condoned before themselves, commuting the death penalty and maintaining the confiscation of their property. Many Navarros refused and Spanish troops closed in Hondarribia, besieged by the French allies. The French accepted surrender, but the Navarros did not. The remaining Navarros maintained resistance until April 29, with the flag of Navarra, and then swore the city in exchange for forgiveness. Forgiveness, however, was a fraud and was an amnistiform exile.
