The Government of Navarra publicly presented a law on zoning of the Basque Country. The PSN president, Gabriel Urralburu, was finally approved in the Parliament of Navarra in December of the following year. Navarre was divided into three areas: Vascophony, mixed and non-Vascophony, recognizing or infringing the linguistic rights of citizens depending on the place in which they live. Since then, in many places in Navarre, there is no offer in Basque in public schools, and when it comes to accessing public positions, foreign languages, such as German, give more points than the Basque who gives nothing.
