Navarre was formally converted by decree in the Spanish province, eliminating the customs of the Ebro. With the Law of Foral Transformation, the Foral Transformation of Navarra was approved, so, among other things, the administration of justice remained in the hands of Madrid and the figure of the governors was established. It was the result of carlist failure.
