Judge Baltasar Garzón launched a police operation against Catalan independence. On the first day seven people were arrested, but in the coming weeks there were 45. The operation took place in Barcelona on the occasion of the Olympic Games. Seventeen people reported being tortured, but the Spanish courts did not investigate. Twelve years later, in 2004, the European Court of Human Rights condemned the Spanish State for not investigating allegations of torture.
