The exceptional situation of the Franco regime for Gipuzkoa was suspended. On 3 December the emergency situation resumed the following day in Gipuzkoa, the Burgos Process. Since the 1960s, the Spanish State has increasingly established an emergency situation with hundreds of arrests and torture.
