The City Hall of San Sebastian banned the organization of dances, tamboriles and more on carnivals. On 31 August last year, the English, Scottish and Portuguese soldiers who allied with the Spaniards destroyed the city, massacred the citizens and killed over 1,600 people. The City Hall considered that this joy could be offensive to the citizens, noting that they were “totally impoverished, stolen, sick and unwanted”.
