In Hego Euskal Herria, war and popular uprising began, traditionally called the Second Carlist War. In full political, social and economic instability of the Spanish State, the Foral Deputies that constituted the Carlist State in Hego Euskal Herria. Capitals and other cities, however, were under the control of liberals. Just as Zumalacárregui did 20 years earlier, in the second, at the orders of the priest Santa Cruz, they carried out the guerrilla war against the troops that the Carlists brought from Spain to step up the uprising. With the Carlist failure of 1876, the Exiles were abolished.
