August Landmesser refused to make a Nazi gesture with his arm raised in an act presided over by Adolf Hitler. Landmesser's partner was Jewish against the laws of Nazi Germany. In the photo you can see Landmesser crossing arms between hundreds of men and women who were greeting the Nazis.
