Although the government calls for leadership in the energy transition and in the fight against the climate emergency, the actions do not match the words. Current climate and energy strategies (Climate 2050 and 3E2030) have been drafted before the Paris Climate Agreement and their objectives are completely outdated. The prescribed territorial energy planning is not in force and will hardly be adopted before the end of the legislature. And although the first failed attempt of a Climate Act came in the 2009-2012 legislature, there is still nothing approved. Therefore, Lakua approved the climate emergency declaration in 2019, but we are facing a desert planning. Consequently, we have reached these years that are ecologically determinant without an appropriate strategic framework.
On this occasion, the government has just presented the draft law on climate change and energy transition. Knowing the abrupt processing of laws, it remains to be seen what will end sooner, the processing of the law or the legislature itself. It would be a failure. Despite concerns about deadlines, content analysis raises concerns. In addition to the commitment to indefinite climate neutrality by 2050, the project has no concrete intermediate targets either in terms of efficiency, CO2 emissions, renewables or anything.

There is no roadmap to avoid fossil energies, no intention to steer the direction of the Ente Vasco de la Energía, no desire to promote the empowerment of citizens in renewables, nor commitment to incorporate the climate-energy look into budgets. Everything is non-compulsory volunteering. Without end and without obligation, there is no penalty in the law. What does it take? In short, the so-called law to what is presented is quite large. This project will need a great shake, not to be a pioneer, but to approach other laws such as that of Navarra, in which at least objectives and means are established.
And we don't have time to lose. Recently, the bulk of scientists who have carried out the scientific review of the global borders that were identified in 2009 have spoken clearly. We have exceeded seven of the nine planetary borders and the situation of biodiversity and climate is critical. Interestingly, one of the main keys to reversing these two parameters is the energy transition by removing fossils and spreading renewables. Let's go to the challenge once and for all.
