Black windmills
50 years claiming renewables and now when most ecologists come in flooding! How can you understand it? The book by Jaume Franquesa, Mills and giants, has given me a light to understand this paradox. The struggle for dignity, energy sovereignty and fair transition (Errata Naturae, 2023).
This ethnographic study was carried out in southern Catalonia, in La Fatarella (Terra Alta), in the most nuclearized region of Spain and in a valley with high density of wind farms. It is very interesting to analyze the social, environmental and historical roots of the current energy model to learn a lot from the political and economic logics behind the electricity sector.
Franquesa distinguishes what is known as black wind, monopolized by large companies, concentrated in impoverished rural areas without local participation, and green wind, more distributed, with greater local participation and oriented towards energy saving.
“The energy transition does not exist.” It considers that in the case of Catalonia and Spain (I believe that in Hego Euskal Herria too), many wind and photovoltaic projects are being planned, with the aim of increasing the production and benefits of electric power, but without reducing or rejecting fossil or nuclear energy. And this consensus between the promoters and the political institutions “behind closed doors”.

Socio-ecological problems go beyond climate change and cannot be limited to changing energy technologies. Despite high renewable development, its value is low if other energy sources such as coal, oil, gas or nuclear are not relocated or replaced.

Renewables are fundamental right now and here, but not as the last business of energy oligopolies. Perhaps for this reason, the period of the CAPV's Sectoral Renewable Energy Plans has been extended in the electoral period and in the dissolution of local corporations. A good move to escape citizenship.
