In the Basque Parliament, the legislative amendment to the Basque System for Inclusion and Income Guarantee has advanced. We need to look at the debate on the law, the agreements on the left and the right to amend it, and at the limited impact that the reforms brought about by the law have had. We have seen few protests and we have not understood that the law is a positive assessment, because the studies that have been launched by trade unions and social partners are very critical.

Legal reform will not extend or strengthen the so-called “Basque System” as an instrument against social exclusion and poverty. Indeed, the cruelty of the system is compelled at the heart of the reform: whoever seeks refuge must show, justify and reflect in his life that he needs and deserves the protection of the system. The Basque System assumes no new commitment and responsibility in the fight against poverty. On the contrary, they have tightened the conditions for access to public services, the access routes will be more difficult and will put 20 workers in order to verify that those who live in poverty are really poor and that they live in poverty.
