2001: Lehendakari
Ibarretxe announced in September 2001 a reform of the Gernika Statute. In 2004 the Basque Parliament adopted the New Political Statute. The plan was rejected harshly by Batasuna, but in the end it gave him the three votes in favour he needed in Parliament to approve it. It was pending ratification by the Congress of Deputies, but the Congress did not admit it to the PSOE debate either.

October 2006: in the framework of the ETA
ceasefire in Loiola, PNV, PSE-EE and Batasuna held political talks at the Loiola Shrine. In the pre-agreement reached, the right to decide of Basque citizenship and the joint body of the CAV and Navarra was approved. Finally, the agreement was not signed.

The 2008 consultation was sought by Lehendakari Ibarretxe, but was prohibited by the Constitutional Court. That's where the Ibarretxe Plan ended. Nor did the PNV of Josu Jon Imaz, as the EBB lehendakari's Unionist media called it, do anything to follow the New Statute and the Jeltzales put it in the drawer of history.

2012: The PNV of Urkullu and Ortuzar
presented Iñigo Urkullu as a candidate for lehendakari and promised in his electoral program to present a proposal for the reform of the Gernika Statute before the end of the legislature. He did not comply with the order.

Elections to the Basque Parliament 2016
The PNV once again promised in its electoral programme a draft reform of the statute by the end of the legislature. In 2018 it also reached a pre-agreement with EH Bildu on the basis of it, but the responsibility to bring it to a written text was entrusted to a group of experts. After a year of work, the representatives appointed by PNV, EH Bildu, PSE, EP and pp have not achieved a joint text and the main text is back in the hands of the parties.

In 2020: elections, reform Elections will
be held and the PNV will again command that the Gernika Statute be reformed in the electoral programme. Lehendakari, Iñigo Urkullu, has stated that the proposal of the Abertzale left should be "viable". And if not, 20 more years.
