Zoning of the Basque Country in CAV education
The Basque Parliament has adopted by law, on the proposal of the Basque Government, the zoning of Euskera in the education of the CAV. Article 27 of Law 4/2018 reads as follows:
“3. Linguistic planning in vocational training shall be carried out in coordination with general linguistic planning, and within it vocational training in Euskera shall be ensured taking into account, as a matter of priority, the demand and linguistic reality of each educational stage in the environment of the centre concerned, the linguistic situation in that area and, in particular, the peculiarities and objectives of the vocational training provided in that centre.”
To make it even worse, the Department of
Education is pushing Model B into vocational training.

It's the third part. In paragraph 2, the Government undertakes to “follow a plan” to expand model D and implement model B. In 2018! Didn't you promise an education law that goes beyond models by 2019? (By way of greeting, thanking the counselor for failing to do so).
Despite good intentions, it is known that model D has regressed in the professional training of the CAPV. Official registration data are as follows:
In the medium grade FP (which is usually performed at the end of the ESO studies), 22.79% of the students in the Model D in the course 2013-14 and 20.76% in the course 2018-19.
In E.P. Higher than usual at the end of the Baccalaureate or Middle Cycle, 26.31% of the students in the D model were in the 2013-14 and 23.86% last year.
In the same period, the percentage of students of the D model of high school has increased by six points, while those of the ESO have increased by eight. Should we believe that the model is maintained for students when they move from school to vocational training?
To make it even worse, the Department of Education is pushing Model B into vocational training. Also at the top. Remember that 60% of the Higher Cycles places are reserved for people who have finished the Baccalaureate. Should we really believe that if the model D baccalaureate students is 63% and the higher education students only 26% respect the right of the students to choose the model? Really? Well, I don't think so. Who doubts, the challenge is to take the list of vocational training cycles, which is published with linguistic models, and look at what the Basque offer is and what the Spanish offer is. But be careful! Not the offer that is published when it comes to registration in June, but that of the groups that are actually formed in September, because there is a difference. Of course, the Basques are doing wrong.
