Last year I saw a tweet from the CAV’s Vice-Minister for Language Policy announcing that in 2020 the Euskaraldia initiative will be carried out to drive the change of language habits in the entities. In this circumstance where the Vice-Counsellor was making household work available to others, there were a number of events that highlighted the obstacles to the use and development of Euskera, in a territory where Euskera is an official language and has multi-annual standards and plans to promote its normalization.
As you will recall, Donostiarra Eneka Álvarez has been fined for speaking in Basque with the ertzaina, to which she has had to respond. One citizen also explained that Astigarraga's monolingual pediatrician had told him: “Well, if your daughter doesn’t understand me a problem.” In the same vein, a young nurse told her that the nursing supervisor who has been working in Osakidetza for 35 years had said: “If you tell me my name in Euskeriko, I don’t understand it.” Even those days, in the Basque Parliament, did not allow the EH Bildu group to process a bill because it was written in Basque. Overall, the Department of Spatial Planning of the Basque Government refused to study the linguistic impact of plans and projects that, despite the promulgation of the Municipal Law approved only two years ago, could influence the linguistic situation of the municipalities. Someone will say that these are mistakes; I think they are a sign of a policy. I could use the courteous recourse “Politics of desire and impotence” to explain that policy, but La diglòssia és morta, by Daniel Escribano. Do you see diglysis? The article on the linguistic ideology of the conservative basc nationalisme (2017) has given me another more rigorous approach. In this sense, the institutions of the CAV (dependent on the PNV) have decided that the phenomenon of diglosia, instead of being considered a bad phenomenon, is taken as useful for the Basque Country. He categorically denies that this could be the case, and clarifies that the PNV uses this positive diglossia as a discursive and pseudo-scientific resource, which has refused to present as legitimate or to make the policy that would really be necessary for the recovery of the Basque country. It is worth reading it, I particularly recommend it to the CAV’s Vice-Minister for Linguistic Policy.
