The education of foreign origin in the CAPV school system is a very important element, especially if we read it in the official report of the Basque Government. Although the attempt to define the expression of foreign origin has been made in the first pages, there is no objective basis. As for family trees, who does not have a foreign origin in the Basque Country? How many surnames are needed? How many generations do you have to pass in order to recognise Basque nationality as an immigrant? What about the children of that immigrant? And your grandchildren?
The Basque students can be divided in many ways. However, the Basque Government has chosen in a concrete way: the origin of fathers and mothers. Why not the origin of grandparents? In addition, this report has distinguished those who were born outside the Spanish State (the students themselves, however few they may be, or their parents) as a foreigner or immigrant, fully “Spilling” the Basque political-geographical framework. That is to say, it is from the outside that they were born beyond Irun or Melilla. And the Roma, among others, where are they left in that report? There is no doubt that they are from here. Or yes?
But that is not the most terrible thing in this report. Who cares about the origin of the students' parents? Within the school it is – or should be – a negligible fact. In a school, the needs, problems and deficiencies of the students must be analyzed and solved, without attending to the origin of their parents.
The Basque pupils can be divided in many ways, as has already been said, but the Basque Government has not thought of collecting the socio-economic situation of each student and analyzing the segregation that is taking place – in the public school, in the ikastolas and in the religious ones –. I find it strange, because everyone's tax data is there, in the Members' Haciendas. It would not be so difficult if the political will were very different. But they don't want to put the line there, but at the origin of their parents. Is there any more political decision? Moreover, it has been sold very naturally and has been bought easily by the Basque society.
We and them. Here and outside. Integrated and conflicting. Then we will be surprised if the young immigrants of third or fourth generation do not feel Basque. The Basque Government has intentionally placed them beyond the line.
Recently, what Sami Naire said in San Sebastian should give us what to think: “Since we do the separation of the self and the ‘other’, a process of separation begins that has a great influence on the process of identity construction, in this case it is a process that society imposes”.
Sami Nair was very applauded. However, no one asked him: “How long are we going to be models?”
