I believe that we can assume the first condition for the Basque process to be incorporated into a new stage: to identify a common ground, to bring together terminologies and diagnoses, to put provisional bridges on the trenches... There are many signs, be it the photo of the bridge of Santiago de la Korrika, the initiative of the Udaltop day, the collaboration agreement between the public institutions of the Basque Country of Euskal Herria... The last hint is public-social complicity, the reformulation of language policy, shared projects and the possibility of making a significant leap.

Once the basic condition is created, it is time to start building on that common ground. We would have to build them in this order:

1. Mutual trust. In the age of mistrust, we have become accustomed to looking more at the intentions than at the words of our interlocutor. It is a confidence to believe that it is precisely the desire of the interlocutor that is telling us, without further ado.

2nd Shared initiatives. It is created with friction of trust and friction with shared initiatives. It is good that one organizes and retains others, but it is better to organize them and carry them out together, to walk all the way together, both in action and in the search for friction between ideas. The activation dynamic that is consolidating, the feast of the drownbizi and the belarriprest is an unbeatable opportunity to practice.

3. Institutional framework. The long-dreamed steps have begun to materialize, both between public institutions (agreement of the three administrations of the Basque people) and between public and social institutions (activation axis HPS-Topagunea). This framework must be completed and stabilised in order to provide the process with resources and guarantees. The mission of public/social institutions is to create the conditions for the speaker to walk the road, more and more comfortably, with a favorable wind.

4. Planned itinerary. Once on the road, it will be essential to agree the map of the route: the objective of a certain period (25 years? ). ), access levers and levers (distribution of functions), intermediate goals and objectives, measurement system, necessary resources...

The first two areas are primarily associated with emotions and should work primarily in the closest environment, within the framework of regular relationships. The latter two, on the contrary, require knowledge in addition to the will and must be addressed through structures. In this sense, it would be of great help to create a space of its own, which would bring together all the public institutions of the Basque Country and the universities, to promote from scientific knowledge a common institutional framework and a consensual planning.
