Almost six years ago, at last fulfilling the majority will, ETA announced that it “had decided to cease its armed activity definitively”. I mean, I wouldn't use guns again. A unique opportunity for unilateralism to say where the weapons were and dismantle the organization. But insisting on “a scheme without winners or losers”, he wanted to turn his back on reality and “invite the governments of Spain and France” to “open a process of direct dialogue aimed at solving the consequences of the conflict in order to overcome armed confrontation”. Of course, Spain passed: it seeks to put victory in the image and, instead of negotiating, it puts ETA over and over again the necessary conditions.
The nightmare of negotiation survived ETA a little more. Five years ago, he made a public agenda proposal to the states. Three subjects:
“ETA proposes the following agenda for dialogue with a view to guiding the above objectives:
– Deadlines and formulas for all Basque political prisoners and exiles to return home.
– Deadlines and formulas for ETA’s disarmament, dismantling of armed structures and demobilization of militants.
– Steps and deadlines for the demilitarization of Euskal Herria, adapting the armed forces existing in Euskal Herria to the end of the armed confrontation”.
In three of them only one has been complied with, the only one that could be filled with unilaterality by ETA: ETA has handed over the weapons, without asking for anything in return. Moreover, it has given a clear note that it does not ask for anything in return and that it complies with the requirements laid down. Then Spain continues its duties: the next, the dissolution. Read carefully the agenda proposal five years ago: ETA did not want to talk about its dissolution. But it will also have to do that, because that is what Madrid has linked to the entry into force of the rights of prisoners. Of course, it's not fair. But Spain has never intended to be fair to ETA prisoners: for example, look at the Parot doctrine. Spain wants the image of victory, which ETA does not want to give it. In addition, it has demanded the disarmed organization to "dissolve". It is only a matter of time, of dissolution. Of unilaterality, since ETA only has to leave. Why did he not announce it at the Baiona event? Why delay your decision? It is to be assumed that the new conditions will come after the dissolution: that the escapes appear before the judges, that they cooperate with the “justice”… Meanwhile, the time will pass and the prisoners, when the sentence is passed, will go out. Everybody? No. Those with the longest penalty will remain in prison until the Spanish Government changes and the memory of ETA is blurred.
The consequences of insisting on a scheme without winners or losers, of leaving the scheme of unilaterality that we were promised almost six years ago.
