In Euskalgintza we know that the social conditions for normalizing Euskera are not the most appropriate. It is also well known to us that the commitment of others outside the Basque world – be they parties, institutions, social agents or humble citizens – to this purpose is not as strong as we would like. Thus, we could continue to express many other complaints about the normalization of Euskera, but I do not want to focus on “the others”, but on the Euskaltzales.
To this end, I have collected several testimonies from the book Euskara irabuzi, by Garikoitz Goikoetxea, and I have brought two of the issues that interest me in these lines, thus reflecting the concerns of some of the interviewees in that book.
The first idea: two Euskalgintza – social and institutional – must overcome the mutual distrust that has hitherto prevailed in them, recognizing each other’s place and importance. The capital of Basque cultural activity must be activated in some way and, according to Robert Putnam, the “social capital” has two pillars: “strong network of contacts” and “high level of trust” to weave it. Together with them, the following steps would be taken: clearly defining the roles of each party and jointly designing a global strategy for the future and creating a stable dynamic for its development.
In order to develop proper communication, first of all, the internal situation of what is to be made known must be strong. It cannot be pretended and attractive to others without a health in fact.
The second idea is to recognize that the visibility of the Basque Country, especially in Castilian environments, is almost null. The Basque and the Basque world are not integrated into the social core; in practice, they are not pillars in our people. And what is invisible in society is not; its preaching does not influence.
Communication has to do with that gap. It is true that most of the main media do not pay adequate attention to the Basque universe. But let us not always look at “the others”. Let us acknowledge that the reorganisation of Basque cultural activity is largely “in our hands” and the impetus for effective communication.
However, in order to develop adequate communication, the first thing to do is to make the internal state of what one wants to make known sound. It cannot be seen in the eyes of the more decent and attractive others, except for health reasons in fact. Long-term communication cannot be fooled.
So, going back to the first idea, let's start building a coordinated and solid two-legged Basque – citizen and institutional. Only in this way will effective communication be possible. Only in this way will we show that “we are in society”. So let's jump from trench wrestling to the contrast and collaboration table.
