Garbage everywhere!” the young Gipuzkoans sing. The last municipal elections provoked a political change in Gipuzkoa, passing the command rod of EH Bildu to the PNV. For many, urban waste policy was the key to the vote change of the Gipuzkoans. It is curious that, when the European Union considered the Gipuzkoa waste policy to be the model by which recycling and reduction rates were the highest in the Spanish State. The door-to-door collection policy left out the incinerator that PNV, PSE and pp intended to build in Zubieta and is being built. However, the Gipuzkoans had to continue to "guarantee" the financial guarantees (swaps) signed by the Deputy with the banks the week before the 2011 elections. For four years, different visions of democracy and the economy were contested. In some towns of Gipuzkoa there were “countermeasures” against door-to-door collection and the main media campaigned strongly against the government of EH Bildu, with the policy of garbage in the center. It is difficult to know whether the exclusion of the incinerator and door-to-door policy was the main reason for the change of government, but there is no doubt that the issue of waste was very present throughout the legislature 2011-15 and also in the election campaign. The trip to Santander, is it cheap? The Gipuzkoa Waste Consortium has incurred debts to the banks La Caixa and Banesto for swaps (about EUR 50 million) and the management of urban waste has been very problematic for it due to the lack of landfills. Solution: increase garbage charges (20% for the remainder and more than 44% for organic waste) and transfer urban waste to the landfill of Meruelo (Cantabria). Gipuzkoa is a small and populated country. Very high recycling rates have been achieved in several valleys in recent years (in Debagoiena, 80% is collected selectively) but the municipalities that recycle most will be hardest hit by price increases.
Towards the Bizkaia model? We have long heard Iosu Madariaga, responsible for the Bizkaia waste policy, who in the Basque Country with an incinerator was sufficient. Why not take Gipuzkoa's garbage to Zabalgarbi in Bilbao? Isn't it a business? The ecological and economic results obtained by Zabalgarbi in these ten years are nothing revealing. In Bizkaia recycling is around 40%, incineration powders are not treated properly and small electrical production is fraudulently accounted for and is the fifth in the ranking of industrial installations emitting CO2, being Petronor (Muskiz) the first. Example? Policies under the carpet are not acceptable, as waste policy is fundamental in all municipalities. Everyone takes steps in search of their model, but not a short road!
