It has touched me that in the long table there are a lot of entities and agents of the Basque Country gathered in the nose of the future, and that in the end they agree very much with proposals, contributions, nuances, etc. to draw up a text containing a shared analysis.
It has been up to me to demand in the famous act of a representative of the honourable Basque Country, a political and social pact on the Basque Country, and that the highest representative of the institution should respond in the same solemn act to these objectives in cooperation with the social partners.
It has been up to me to make an appearance in the legislative institution with a speech of freedom, equality and justice, and to seek recognition from all parties, each with its emphasis.
It has touched me during these months to talk to almost all the actors and institutions responsible for linguistic normalisation about the present and future of the process itself, and I have noticed in them a similar, questioned vision and a total willingness to cooperate.
And it has touched me to work as an intermediary to deactivate some kind of explosive that could explode in the realm of language, and I have found with great astonishment flexibility and unexpected attitudes of agreement.
In the time when I was president of Euskaltzaleen Topagunea (2012-2014), I enthusiastically called for the need to take advantage of a new political time to overcome the trench caused by the political conflict between the Basque Country and to build new partnerships, always thinking that it is essential to combine efforts in the work for the Basque country.
In recent years, different groups and agents have made the same claim. And I would say that public opinion is also imposing shared doubt and tension in the face of the extreme heterocrytic of the past. In addition, new studies on attitudes point to the fact that strategies aimed at linguistic equality have a social recognition of more than two-thirds.
I therefore see the conditions for certain steps. As far as I am concerned, the social partners have participated in the drafting of the strategic language management plan of the Provincial Council of Gipuzkoa and, for the future, we will propose a participatory process in the coming weeks to jointly identify the levers of innovation. The main questions will be: What else do we have to do to be more efficient in the Basque world? How can we recover the growth rates of the past in the standardisation process? And depending on the answers we will be drawing up the management budget. In fact, linguistic equality is a transformative political goal, of those that improve society. It needs and deserves a consensual, strong, far-reaching policy.
