Language needs an institutional agent
In order to prepare the Territorial Contract of Ipar Euskal Herria, the Basque working group defined in 2014 the qualitative and quantitative conditions for the revitalization of the language. Accordingly, the Council of Elects proposed to all the institutions to agree a pact for the Basque Country to act jointly with three priorities:
• Negotiation with French National Education for the development of the teaching offer.
• Create a common fund to support vocational training for adults.
• Double the annual PAL budget.
A year and a half later, despite the rapid lobbying carried out by the popular movements of Basque culture, it is clear that the objective will not be achieved. Without denying in these results the responsibilities and responsibilities of each political leader, this error highlights the scarcity of an institution in the North. However, the willingness of policy makers to put successful policies in place is not enough, however, with the institutional instruments to implement them. Without such a tool, it is hardly possible to redirect the new momentum that language policy needs. The other institutional levels with economic intervention in linguistic policy, from the State to the Department, will hardly be persuaded and drawn forward. It will hardly be possible to create a force relationship sufficient to reach the necessary agreements with National Education. It will be difficult to generalize the teaching of Euskera with total normality, which we will have to offer to all boys and girls for 10 years. In other words, in order to cope with the situation of the Basque Country in Iparralde, linguistic policy needs a strong institutional agent in the territory.
The only Community that can be created after the vote on the councils of the people of Iparralde next spring is not thought to be doing a miracle. It will be limited in terms of competences, budgets and operation. Because austerity policies in the state will have to endure them like any other public institution. Because the leaders who will take their reins may not be sufficiently convinced and bold, but will be intense political debates when it comes to taking the necessary measures or setting priorities. The list of weaknesses can be lengthened, but what is certain is that for the first time it will be an institutional political agent to speak and act on behalf of Iparralde. Consequently, the defined priorities for language and agreed roadmaps will be much more likely than they are now.
