It is the umpteenth time I speak of “new time” and for the umpteenth time I am convinced of it. Many times there are new developments, and other times real revolutions. On this occasion we are faced with a profound change, or at least with the possibility of doing so.
In my previous cooperation, as soon as I knew the results of the 26M elections, I explained my doubts, particularly with regard to the pacts that would be achieved and, above all, to the positions of some forces. My concerns have not been completely erased, but they have not been fully realised either.
The decisions of the PSE and the PSN so far have been quite predictable: they have not exceeded the ‘red line’ that they themselves have put in. Thus, they have not done so at least with EH Bildu – the largest municipalities, such as Pamplona or Vitoria. Furthermore, thanks to the PNV, very good results will be achieved.
On the contrary, Podemos and its various brands – not all of which can be mentioned here – have not laid red lines and acted freely, both in Navarre and in the CAV. The clearest was the vote in Pamplona/Iruña, in which there were also 5 wounded. Joseba Asiron has received the votes of EH Bildu, Geroa Bai, Aranzadi (Podemos) and Left-Ezkerra. The Aranzadi would take full account of the consequences that their decision could have, particularly in the State, but they have nevertheless committed themselves to change without any complexes.
In any case, I would say that two different areas are being created – as at one time there was more than one track in the circuit –: on the one hand, a new framework, where there are new agents, parties and alliances, for a new change, and on the other, a known space, where we are proposed an “eternal change”. In this first space, forces and styles are coming together to push the revolution forward, especially to leave behind a form of obsolete governance. In the second space, two forces are being imposed forever – the PNV and the PSE-, restoring the old pact.
The first space will no longer open in the CAV, nor in the whole territory, of course. That is the reason for the pact between the PNV and the PSE, that is to say, to guarantee its hegemony and to place the change in an agreement with a view to the forthcoming regional elections in 2016. But there are no changes in this area, at least in depth. In the CAV, these two parties have always dominated – although they have sometimes ruled in coalition with others –. In the other institutions, except in the last four years, there have also been a majority. Above all, the PNV. So, the change to what?
The second space has a real challenge. Four years ago the opportunity was presented to EH Bildu, but seeing the election made by the citizens, it seems that he has not developed it and has taken advantage of it; especially in Gipuzkoa. It has been an unbeatable experience to make a deep reflection on the style of “governance” and of great practicality for the next four years, especially in Navarra. There is a change there: new forces, some really new ones, now created, in many municipalities, and probably in the government of the Foral Community, marginalising the parties that have always managed – and wasted – power, including the PSE, and finally reaching new agreements between different parties. It is a unique opportunity to change political culture, that is, ways of sharing style, responsibility and decision between political forces and citizens.
Let us see if this time, for the benefit of all, lasts a long time.
