Will we have a public pension for the future? The answer to this question has two vertices. If we look at economic capacity, the answer is yes. But if we look at politics, no, it's a resounding nonsense, because it depends on economic interests.
The pensions of the Basques, as long as our political status does not change, will be subject to those of Spain. The mid-term analysis is then carried out in accordance with the Spanish pension system.
So far there have been several changes in the number of pensions, the last two years, but to the detriment of pensioners. However, the most significant change will be the latter. In fact, pensions that hitherto corresponded to the Consumer Price Index are now in line with the sustainability of pension funds.
The board for fixing pension amounts was asked for interested “sages”, not anybody. These “sages” were by no means neutral, but were advocates of certain financial interests, although one of the twelve members is a rather critical representative of UGT and the second of CCOO. The latter joined the representatives of the financial world.
The calculations of these “sages” have been based on the evolution of the population in the very long term. In fact, the population that the Spanish State will have in 2050 has been taken into account and this estimate has not been called into question. We know what forecasts are made, which in most cases are obsolete in two or three months, but how are we going to know what is going to happen to the population in 37 years' time? There are several variables: immigrants, public policies to promote births, etc. Thus, the weakest bases for concrete calculations are those used by “scholars”. However, the consequences have been noticeable: cuts in pensions.
Is there no other way out? Of course it does. Pensions have a long history in the Spanish state to reach the level of the European Union (EU), which accounts for only 10% of GDP and 13.5% in the EU. It is therefore possible to raise at least 3.5 points in the Spanish State as a whole.
How? Updating the Social Security contribution base and applying a more progressive rate. Now, with high or low wages, the same rate applies, a fixed percentage, just like a giant booty salary or a single pawn. In addition, it is a question of transferring general budgets to the pension fund. This requires political will and the Spanish presidents have shown that they are prepared to do anything to give money to the bank, including that the ‘invariable’ Constitution is increased in two weeks; but one of the things is to take action in favour of the citizens.
There's economic capacity, there's. In 1970 the agricultural workforce accounted for 18% of the Spanish population, and today 2% of this active population produces enough to feed all citizens. How, therefore, will there not be the ability to ensure that pensioners have a working population less large enough money if productivity grew by 2.5% each year between 1971 and 2011?
When there is a will (political), they say that mountains can be moved easily, even with dignified retirement and pensions. That is where the conflict must be raised.
