He completed the budget, competed with the work and was carried out by the advertising company KEN, with the commitment to present in December 2011 the diagnosis, conclusions and the plan itself. But, alleging lack of data, little time and low participation, it has limited itself to providing the diagnosis in due time, after which UPN has terminated the contract and decided to leave the Plan in suspense. Poorly initiated – just to go out in the media –, poorly carried out and an unfinished Plan – of the 200 called, only 80 responded.
