The municipal government of Vitoria-Gasteiz, managed by the PNV and the PSE, has announced that it has called for financing of EU restructuring funds for commercial projects. The second most important item to be paid with these funds is the construction of a loading and unloading platform for El Cortes Inglés, according to EH Bildu.

Under the Leap (Jauzi) plan, the Department of Economic Promotion, led by Maider Etxebarria, would like to ask Europe for EUR 1.3 million on the grounds that with them "local trade will be reactivated". Most of this money, above EUR 1 million, corresponds to a set of actions called "the transformation of the point of sale". Of these, EUR 428,000 will be used for the installation of a loading platform buried in El Corte Inglés. In addition, the Basque Government is looking for the Basque Government to make another EUR half million available to the public. Overall, it is intended to provide direct public funding of EUR 1.1 million to a large private commercial area.

Among the arguments put forward by the Government of Uraran to justify the financing of El Corte Inglés with funds to support local trade is mentioned, among others, that the action coincides with the second objective of Sustainable Development SDG of the United Nations: ending hunger.
