In the current context, the Social Forum considered this transfer as "a necessary step": "The three issues to be resolved in the first phase were the end of the policy of alienation, of the first degree and the transfer of prisons, and its closure will also allow contrasting the political will of the different actors to address the second phase, generating the climate of confidence necessary to give a final solution to this issue."

Re-integration plan must be defined

The Social Forum called for the definition of a "Reintegration Plan" led by the public institutions and agreed with the actors involved. As he explained, this plan should allow inmates to "accompany inmates on their individual return route (grade 3 and reintegration process)".

Add by transmission: "This step should facilitate the implementation of a standardised penitentiary policy for people convicted of politically motivated crimes and put an end to the exceptional measures that are still in force", he added.

The Permanent Social Forum has ensured that it is "prepared to continue making diagnoses, sharing experiences, making recommendations and making discrete facilitation work as necessary".
