The Provincial Council of Gipuzkoa wants to force the txosnas to use the Tickets Bai

The employer has requested and the Provincial Council of Gipuzkoa obeys as a good server: the txosnas will also have to bill through the Ticket Bai system, or at least they want it. The Gipuzkoa Employers Association asked last April for the txosnas to follow the same business control system. This very week. in the same sense have pressured the Alaveses and the employers.

In this way, Eider Mendoza, Deputy General of Gipuzkoa, has shown his willingness to implement Ticket Bai "in all places", after meeting with the mayor of San Sebastian, Eneko Goia. "You have to do it consistently and with enough time to be able to install it everywhere," he confirmed.

However, apart from the theatrical forcefulness, many doubts and contradictions arise when asking about the timing and specific conditions of this measure. On the one hand, they say that implementation will be "where appropriate", without specifying anything, but they also say that "the timetable is set". Moreover, the legal justification is rather uncertain: "If the txosnas work for profit, they must have an electronic invoice control system," Mendoza says. In the case of NGOs, however, they announce that they will be "exempt". They have not explained why political and social organisations are considered "successful winners" and NGOs are not.

It remains to be seen how the Txosnas Commissions of hundreds of peoples and the political and social actors involved in them will respond. Historically, the introduction of restrictions on the use of spaces and infrastructures in the txosnas or compliance with commercial norms has been a problem in many municipalities.
