A week after the pardon to the imprisoned Catalan independence leaders, Spanish Government President Pedro Sánchez appeared at the Congress of Deputies on Wednesday. In this regard, he said that he "sees no way of resolving the conflict" if it is accessed through the judicial route and has advocated dialogue. However, he has made it clear that his party will not under any circumstances accept a referendum on the independence of Catalonia. In his words, "there will be no referendum on self-determination if those who defend it do not convince three-fifths of this House to adapt Article 2 of the Constitution and the Spaniards do not ratify that change by referendum".

The statements were made the day after the meeting he had with the President of the Generalitat, Pere Aragonés. On Tuesday, Aragonés and Sánchez met at the Moncloa to discuss, among other things, the dialogue table between the two parties. In the third week of September it was agreed to convene the dialogue table in Barcelona, where the content, the agenda and the methodology of it were discussed. As the Naiz media gathered, Aragonese explained that the two sides have departed from distant positions in the resolution of the conflict, although they have joined in the need for dialogue and negotiation. For Aragonès, the dialogue table must guarantee the "right to self-determination" and the "amnesty" that must be imposed on it. However, Sánchez’s statements the following day have gone in the opposite direction.
