The Spanish Minister of the Interior, Fernando Grande-Marlaska, plans to punish the prisoners of eta, according to the Spanish Senate. According to the statements he has made, his ministry is working on the reform of the Comprehensive Protection of Victims of Terrorism Act. Objective: to allow welcome organisers to be punished.

Legal reform would include a new title that would make it possible to punish acts "incompatible with respect for the dignity of victims". The Minister of the Interior believes that the reform "benefits the victims", while reinforcing their recognition and improvement of their rights.

Grande-Marlaska has pointed out that the Penal Code designates the crimes of "spreading terrorism" and "humiliation of victims", but they have not always investigated the courts in criminal matters. The reform requires that in future welcoming acts become triumphs.

The Government of Spain has made statements that coincide with the reform of the Law of Aborto.Ha underlined the need to show "institutional strength", arguing that it is "insulting" for "the whole of Spanish society" to welcome members of a "terrorist organization".
