Osakidetza is plunged into the most serious crisis of all time. Despite unequivocal previous discrepancies, the gap has widened and the rope has widened after the cessation of Osakidetza's leadership as managing director of ESI Donostia, Itziar Pérez. After him, on Friday, the medical director of Donostia Hospital, Idoia Gurrutxaga, was dismissed and at least two resignations have occurred since then. On the weekend, Pérez sent a joint note to the hospital staff and received the support of the work team, as shown by the manifesto issued today by 28 heads of service.
"Osakidetza has made a serious setback," they say in the note and accuse the direction of "sectarianism and outsourcing." They denounce that the Central Directorate is reducing the capacity of those responsible for the internal section of Osakidetza and that these high positions are selected according to political criteria "not for skills and merits". Thus, they have demanded that the management leave "suicidal policies" and that the Department of Health and the Basque Government stand above it. They add that there is no political will behind the writing of service managers, but that they have "loyalty and commitment" to the public health service, as they have made for years technical and professional contributions.
OSI Donostia has run out of management and this morning it has been reported that the head of OSI Bidasoa, Agustín Agirre, will provisionally manage the largest centre in Gipuzkoa. Donostia Hospital serves some 400,000 citizens.
They require explanations
Even if it is not directly and explicitly stated, EH Bildu has debated whether Gotzone Sagardui should continue to serve as a counselor. "We do not understand how the Basque Government maintains in office a counsellor who does not work," she said at the urgent hearing of Parliament Rebeka Ubera, adding that this cannot continue, "explanations must be given". The sovereign coalition believes that Osakidetza needs "tranquillity, peace and solution", and currently there are only "fires and controversies". EH Bildu believes that crisis situations are the result of a governance model and not of mere chance.
There have also been other movements in the House: The PP has requested the "urgent appearance" of the health advisor, Gotzone Sagardui, and Elkarrekin spokeswoman Podemos, Miren Gorrotxategi, has denounced in the networks that "Health is cutting heads".
On the other hand, it is well known that the Osakidetza Sectoral Bureau, composed of trade unions and authorities, has not been successful for a long time, and even for some time not all the participants have sat around the table. The nurses union SATSE has announced in the Basque Country Irratia that the crisis that erupts at the Donostia Hospital has "great similarities" with what happens at the Sectoral Table: "They hold the same position, they're vertical and it's impossible to negotiate." ELA, for example, in the mouth of Mitxel Lakuntza, denounced "authoritarianism" and LAB stressed that the governance model is deteriorating.
