The new normality smells old
  • The play went well. The Basque elections were advanced so as not to clash with those in Catalonia and, above all, with the right to decide. The coronavirus has delayed the vote until July, but the aim has been that the parties that wanted to remain in power have achieved an absolute majority that they have not had so far. Four years more the PNV and its “socialist” crutch. The PSOE needs the PNV in Spain and the CAV needs the PSOE. It's over.

All of that. But yet. In spite of everything. Zero erosion. In fact, the de facto couple PNV-PSE has emerged more strongly than four years ago. The PNV has won 3 seats and has won 39.12% of the votes, followed by the PSE-EE, which has won 13.64% of the votes (1 seat).

The question has gone through the head of many: "In view of this, what has to happen to erode the PNV and its model? ". But is it no more worrying than that that before the elections we all know what the winners would be?

Alternative?

EH Bildu has every reason to rejoice. Although abstention has multiplied, EH Bildu (+23,000) has been the only training that has increased its number of votes, as has Vox (+16,800). The PSE-EE candidate, Iñigo Urkullu, has won four more seats (22) and improved the 2016 results by six and a half points (27.84%). It's not a bad person. But it's not enough. In institutional policy, in addition to the collection of votes, it mandates the composition of the majorities. And in these elections, the left-wing bloc has gone back. In 2016, PNV and PSE won 49.60% of the votes, while EH Bildu and Podemos won 36.12%. In the last elections the PNV-PSE tandem obtained 52.76% and EH Bildu - We can 35.87%. Of course, that has a lot to do with the fact that Miren Gorrotxategi’s party has been broken not only inside, but also in the elections: Parliament lost 5 parliamentarians and lost 6 and a half points (8.03%). In these elections, only Carlos Iturgaiz has been able to achieve losses of this size.

In this way, the sum of left-wing forces still cannot form an alternative in the Basque Parliament, Álava, Bizkaia and Gipuzkoa. Far away are the times of 2012, when EH Bildu wanted to compete in hegemony with the PNV or the outbreak of Podemos opened a map of possible coalitions. By the way, it cannot be said that a government with EH BIldu and PSE today is a mirage, as is defining the ‘socialists’ as a leftist party.

The city as a stronghold of the capitalist model

Half of the population of the CAPV resides in eight cities with over 45,000 inhabitants: Bilbao, Vitoria-Gasteiz, Donostia-San Sebastián, Barakaldo, Getxo, Irun, Portugalete and Santurtzi. In all of them, in addition to the victory of the PNV, the sum of the results shows an average advantage of almost 20 points on the Abertzale left: PNV, with 37.38% of the votes, and EH Bildu, with 19.62%. Major cities and towns continue to be the analysis of the independence of the left, especially in Bilbao and Ibaizabal on their left and right flanks. To this we should add that the historical crutches of the PNV, the PSE and pp, obtain better results than in smaller countries.

In general, in view of the results of the municipality, bipartisanship has stabilized. In all the municipalities of Araba, Bizkaia and Gipuzkoa, the PNV or EH Bildu has been imposed, except in Ermua (PSE) of Bizkaia and in Navaridas (pp) of Álava. Between the two parties, two-thirds of the Basque Parliament will be covered.

“Euskadi Zutik”. This will continue for four years, at least one of the same as in the last four years, but with the economic crisis at the door open. The paradigm of centrality, stability and moderation, which is unparalleled in Europe, will have the opportunity to govern comfortably for another four years. But well, chronic nostalgic nationalists will always be left with an exercise in mathematics that says that the composition of the Basque parliament "is the most patriot of all times."
