Third phase in Navarra: Commitment to set limits "as prudent as possible"
  • The Government of Navarra has chosen to set the strictest limits when approving the new rules. For example, bars cannot be used until at least one week later and 75% of their capacity can be used on the terraces. Chivite has called for no parties and has authorized a 50% capacity for cultural events and shopping malls.

The Government of Navarre has announced the regulation of the third phase of the Navarre Strategic Plan. Navarre has been chosen "the most prudent of the percentage sections proposed by the Ministry of Health". The Basque Government has laid down more lax rules for the same phase in the CAV.

Call not to celebrate

On the eve of the festivities, President Chivite reminded the municipalities of the agreement signed with the Municipal Federation of Municipalities and Councils and asked “not to hold official acts, always with respect to municipal competences”. It has sent a message to the public: “To avoid informal encounters and quotations of crews, families and neighbors. We must understand that the absence of an official programme is a call not to celebrate a party. We can never give up leisure, but there are many ways to enjoy and to be together. We only demand that we always bear in mind the responsibility and the necessary distance and hygiene.”

Commercial capacity 40% - 50%

Retail establishments and premises and professional services activities shall have a limit of 50% of their usual capacity.

The opening to the public of the toilets and recreational areas authorized in the shopping centers and commercial parks, limiting their capacity to 40% and the capacity of the establishments and commercial premises located therein to 50%.

In the case of markets, the number of regular or authorised posts will be reduced "by half". Municipalities may extend the area for this purpose or set up other days of the fair.

In bars you can not use bar and in terraces the capacity limit is 75%

The authorised capacity of outdoor terraces will be 75% of their total capacity.

Inside the bars, the authorized capacity will be 2/3 of the maximum, leaving enough distance between the tables.

"The ban on eating in the bar will be maintained for at least one week, as these are closed spaces where it is difficult to keep the distance in the current phase of the epidemic."

Peñas and gastronomic societies will be able to reopen, although there will be no "peppers or straws".

Maximum capacity of 50% in cultural events

The capacity will be 50 per cent in libraries, museums, auditing rooms, cinemas, theatres, karpadun circuses and entertainment halls of this kind.

For outdoor cultural shows and events, the capacity will be limited to 400 people, "that is, to half the 800 capacity suggested by the state".
