- The Government of Navarre has submitted to the Council of Navarre the draft Foral Law on Climate Change and the Energy Transition of Navarre. The preliminary draft provides a regulatory and institutional and instrumental framework for the fight against climate change, as well as the transition to an energy model in Navarre. One of the most notable measures is the following: From 2025 onwards, it should be ensured that 50% of electricity consumption by the Administration of the Foral Community, local authorities and their public bodies is of 100% renewable origin and that from 2030 all electricity consumed by public entities is 100% renewable.
Once the necessary opinion has been delivered by the Council of Navarre, the Government will incorporate the Council's observations at a final meeting of the adoption of the preliminary draft, before forwarding the draft law to Parliament. Mitigation policies and actions will be in place to reduce greenhouse gas emissions and risks to the environment and people arising from climate change. All these decisions are in line with the measures being taken at international and European level to tackle climate change. The objectives are to reduce the amount of CO2 and greenhouse gases by at least 45% by 2030 and 80% by 2050 compared to 2005. On the other hand, it is expected that 50% of the energy consumed in the country will be renewable by 2050.
New measures
The preliminary draft Foral Law contains concrete measures to mitigate climate change. These are measures in different areas: buildings, public lighting, mobility, renewable energies, the natural environment and biodiversity, the urban environment, or even vulnerable people.
In the case of the use of life, it shall be prohibited to keep permanently open the doors of the premises of the third sector where artificial ventilation exists or that ornamental, advertising and commercial lighting is shut down during the night season when activity is reduced, for example.
In the area of mobility, municipalities with more than 5,000 inhabitants, individually or jointly with neighbouring municipalities, shall adopt sustainable mobility plans. Newly built public buildings with parking facilities must have recharging points for electric vehicles or spaces that facilitate the use or parking of bicycles or the like.
