According to Kontseilua in the Laba association of Pamplona, the original scourge is found in zoning, but with this decree that is intended to be approved, an even more discriminatory reading of the discriminatory law is being made and “to put the knowledge of the official or non-own languages in many jobs of the Navarra administration over the knowledge of the Basque Country, beyond justice” goes beyond any logic: "It's not fair or acceptable."

This Decree attaches more importance to English, German or French than to Basque in different areas of Navarre. “Even when violent policies were being developed against the Basque Country or against the Basque Country, the same happened,” the Council said. Therefore, the institution considers that “the government intends to entrench the rights of vasco-speakers and vasco-speakers”.

Diagnosis of the observatory

The Observatory on Linguistic Rights has recently presented a diagnosis of the situation of the Government of Navarra. According to the Basque Government, only 3% of jobs are required for Euskera and, in some departments, less than 2%. The knowledge of Euskera in four departments is not mandatory in any job.

The institution considers that there is only one way to guarantee these rights that correspond to citizenship, that care is provided in Euskera, and that it can only be achieved through the incorporation of bilingual workers. The Council has called on the public to go out into the streets to demand this and to denounce the decree.
