The Councillor for Housing, Youth and Migration Policies, BegoƱa Alfaro, has considered "necessary" that these municipalities should be declared as high-tension areas in the Basque Country. "Public administrations have to use all the tools at our disposal to stop the continuing rise in housing prices, which is leaving thousands of families out."
To be considered high-tension areas, municipalities must comply with at least one of the four conditions established by law: increase the price of housing and rent in the last five years in CPI plus 3 points; or allocate more than 30% of the income to pay the basic supply of housing (water, electricity...) by families or private individuals.
The General Director of Housing of the Government of Navarra, Elga Molina, explained that in the next two months they will meet with other departments of the Government of Navarra, as well as with representatives of 21 municipalities and different agents. The administrative process will begin next January and a period of two months will be set for the submission of claims. Subsequently, once the Foral Order has been published, the resolution will be communicated to the Spanish Ministry of Housing and Urban Agenda, which will assign them the index for the rental price limit in high tension areas. Once the process is completed, the Government will set a period of six months for municipalities to draw up a plan of concrete measures. "This is, in our opinion, the most important step, as this denomination must be seen as an opportunity for all those municipalities that see with great concern the rise in housing prices," said Molina.
