This is the first transfer of competence between the Government of Spain and the Government of Navarra in the last twenty years and, as we have read in the News Journal, the foral government will save EUR 1.3 million. Until now, the Government of Navarra paid 1.6% of the Spanish Government's prison health budget, amounting to EUR 131 million, or EUR 2.1 million.
The transfer of health competence will enter into force on 1 August and the cost of the service is around EUR 800,000, the majority of which is staff expenditure: EUR 500,000. It has three doctors, three nurses, one pharmacist and two nursing auxiliaries. These people will now become dependent on the Foral Administration. Current expenditure and investments amounted to €200,000 in 2018. The budget also includes medicines and medical equipment.
The Government of Navarre does not rule out further investments, as the service provided so far is in a "poor service" situation. A health centre will probably be set up inside the prison in Pamplona.
