On 13 October last, the Government of Navarra adopted the latest restrictive measures and tightened them up without a week to curb the spread of the virus. This was announced on Monday afternoon by President María Txibite: "We want to deal with COVID-19 cases without neglecting other kinds of ailments. So we're not going to wait. We will take a step forward. Among other measures, the foral government has closed the borders of Navarre, which have no border with Norte- and closed the hospitality industry.

Bars are a very controversial measure. The hotel owners concentrated yesterday and today they have led the protest to the exit of the Vuelta Ciclista to Spain. The Government of Navarra acknowledges that the measure is tough, but that it must be taken. The Basque Government has approved aid of EUR 10 million to help the victims of the aftermath. The hotel owners have considered them insufficient.

The new measures, announced last Monday by the President of Navarra, María Txibite, are included in the Order Foral 57/2020, of 21 October, of the Health Advisor, published in an extraordinary edition of the Official Bulletin of Navarra. The rule was published yesterday evening, and some doubts about it have been cleared up.
