The site of the former Bosch factory, next to Avenida Gipuzkoa de Pamplona, currently in disuse, can host a shopping center and two housing blocks, 70% of them public protection, after the approval of the file that the Council of the Management of Urbanism will analyze next Wednesday. This dossier includes the initial approval of a Special Urban Action Plan, covering an area of 26,734.75 m2, as well as a Management Convention.
This action affects the EU. of the Municipal Plan of Pamplona In the blocks 23C (closest to the Avda. of Gipuzkoa) and 24C (limit with Artica) of the Partial Plan Buztintxuri-Euntzetxiki-Santa Engracia of Area SO-1 of Integrated Unit II (cadastral plots 1314 and 1616 of Polygon 7), both of commercial use today. After the change, 23 Ck would have the same commercial character as now, while 24C would have a residential use. This would give continuity to the urban development adjacent to the shopping center, along with the 23C, and to the housing of Artica, limiting it with the 24C. In this sense, the design proposes to maintain in the new urbanization the continuity of the width of the sidewalks and the rest of the urban plot design, such as the boulevard from the Artica area to Gipuzkoa Avenue.
In particular, of the 26.734.75 m2, GeslurXXI SL owns 23.273.69 m2 and the City of Pamplona of 2.590.23 m2. Peaua maintains the same use units of the current Buztintxuri-Euntzetxiki-Santa Engrazi Partial Plan. In accordance with current legislation, since the land is an unconsolidated urban land, the owners of the land have an obligation to give the Administration all the necessary land for roads, free spaces, green areas and public services free of charge.
The text of the Management Convention contains the municipal use of the land presented (10%), as well as that corresponding to a 10% transfer, which will be materialized in two buildable plots of residential use, one for public housing and another for homes with a valued price. The free spaces will be concentrated in a green area with pedestrian spaces of 4,982.20 m ² and a public dotational plot of 700 m ². Both are 5,682.20 m ². The public space is constituted by the pedestrian and vehicular roads of 9,703,900 m ².
Signed the management agreement, Geslur XXI, S.L., owner of the plots, once purchased from the merchant Bosch Sistemas de Frenado, S.L.U., will be responsible for the drafting of the urbanization project and the contracting of the works. The tendering period for the works of urbanization shall be 4 months from the approval of the project of urbanization and shall have an execution period of approximately 6 months. All the works will be controlled by urban management technicians. The budget for urbanization costs has been EUR 2,520,334.
The initial and final approval of the plan and the management agreement is the responsibility of the Local Government Board. Subsequently, both will be published in the Official Bulletin of Navarra, Bulletin of Municipal Edicts and the local press, and in the case of the peau, in addition, it will be communicated to the Regional Community of Pamplona, the Ebro Hydrographic Confederation and the Department of Government of Navarra responsible for the environment.
