Call for compliance with the collaboration agreement signed in 2021 at the March 3 Memorial
  • The Gara Report and the March 3 Association have tabled four amendments to the Memorial Foundation’s statutory proposal of 3 March.

Last Friday, 3 March, he received the proposal of statutes for the creation of the Memorial Foundation on 3 March, giving him a deadline until Monday for examination and approval by the institutions. The memorial was inaugurated in the church of San Francisco in the Zaramaga district of Vitoria-Gasteiz, which was discharged by the police with firearms in 1976. The association has criticized the 72 hour period "after two years of delay" and the City of Vitoria-Gasteiz has finally approved its extension.

On Tuesday morning, however, the project Memoria Gara, which was born to boost the project, and the Association March 3, have sent to the municipal groups of Vitoria-Gasteiz, to the municipal government PNV-PSE and to the Gogoan institute a letter in which their contributions are collected. The amendments aim to "establish a stable formula to ensure the transfer of material collected by the March3 association in recent decades, as well as the participation and advice of victims in the design and definition of space".

The four proposed amendments would be:

- Takes into account the Collaboration Agreement between the Association 3 March and the Gogoratuz Institute in November 2021, replacing the Institute by the entities that will constitute the foundation or foundation itself (Basque Government, Diputación de Álava, City Hall of Vitoria-Gasteiz, Bishopric of Vitoria-Gasteiz, Association 3 March and Initiative Memoria Gara).

- Claim in the Foundation's objectives "Rights of Truth, Justice, Recognition and Reparation at all levels".

- That the Board of the Foundation should have a Presidency of Honour from a victim of the 1976 Police massacre, with the power to speak but without the right to vote. The proposal on the table today provides for an employer consisting of sixteen people, in which the Government, the Council, the Council and the Bishopric would represent three, and two by the Association 3 of March and the Gara Report.

- That the statutes be approved by the assembly of the association 3 March.
