"The Tourism Inspection Plan was approved for the first time in February 2017 and this year has been based on complaints or communications made by private individuals or associations of the sector about establishments duly registered in Tourism but which publish unauthorised activities or inaccurate data", notes the press release. "In order to respond to these complaints, 105 companies have been warned to rectify the data as a first step and to adjust the information to the acknowledged reality."
On the other hand, it has controlled the "clandestine" offer of apartments and tourist homes, as well as the "freetours" offer (offers of free visits). "More and more individuals or neighbours are complaining about alleged irregular rents. In this way, more than 76 complaints for offences against the physical integrity of establishments have allegedly been registered. Although not all cases have been verified, 36 sanctioning cases have been initiated through these complaints to date."
Increase in supply
According to the Government, the supply of apartments and homes for tourist use has increased in recent years, both due to the fact that the inspection has revealed the offer not registered during these years and due to the interest of the owners in the legal provision of their services. If 411 AT (tourist apartment) or ET (tourist housing) were counted in 2015, there are currently 854 registered establishments, 12% more than in 2018 (761).
Services Freetours
"The tourism guide profession has no specific regulations in Navarre, and there is no specific card or qualification," the press release states. "However, the activity is properly regulated and the person providing such services must register and communicate the registration number in the Register of Tourism of Navarra of the tourism and/or cultural undertaking".
