Macron's latest COVID-19 measures exacerbate her concerns and complaints
  • The two most influential measures are: on the one hand, the need for a health pass called the sanitary pass in many of the spaces of daily socialization; and on the other, the obligation of vaccination of health and care personnel. The health pass itself is not illegal: The French State Council considers that "it does not seriously affect the rights guaranteeing respect for private life and the protection of personal data". It is a judgment of 6 July, issued by the association La Quadrature du Net, which follows the complaint lodged.

The court clarifies that the health pass is legal and "in the name of the public interest", although it states that "it does not affect the obligations of everyday life", as established by the law of 31 May for "large concentrations, leisure, fairs and labor concentrations". But soon after, on 12 July, the French President, Emmanuel Macron, made the condition of the passage of health even more extensive, on this occasion focusing it so much on the daily needs: bar, restaurant, public transportation, etc. It is therefore possible that, in the name of human rights, new measures to deal with COVID-19 may be brought to the courts and the legality of COVID-19 clarified. Rather than the health pass, they would look in court at the area in which it is required.

The document will specify the passage of the disease, vaccination or refusal in the test carried out in the previous days, and if this is not the case, the citizen will not be able to remain in the controlled or controlled space. The measure has led to the anger of a group of citizens who, in their opinion, want to incorporate or not, because this coercion goes against each other’s freedoms and rights.

The truth is that, although Macron is not obliged to get vaccinated, he places the shift to health as a condition to guarantee social life and to be in spaces of socialization. As soon as the declaration ended, calls to the streets on social networks multiplied, using the hashtag #passsanitairedelahonte (#vergonzoosasunpasea). Meanwhile, on July 14, 500 people joined the Baiona demonstration under the motto “welcome to the sanitary dictatorship”. In some of the protests there have been clashes between police and protesters, as in the case of Paris:

"As of July 21, we will extend the passage of health to spaces of leisure and culture. In particular, all over the age of 12 will have to be vaccinated or have a negative test result to enter a show, amusement park, concert or festival (over 50 people)," Macron said earlier this week. For a start, and from the beginning of August, it will also become a condition for staying in cafes, restaurants, bars, shopping centers, public transport and even hospitals. At the same time, antigen tests and PCR tests that have been cancelled so far should be paid out of pocket from the autumn onwards, with the aim that citizens can also have access to vaccination.

Compulsory vaccination in health and care

There are citizens who have no choice: from 15 September, yes or yes, they will have to be vaccinated by health and care and auxiliary personnel. In the event of rejection, they will not be able to work and will not be paid.

This measure has also given rise to controversy, as not everyone is happy to see the possibility of coercing or coercing the band. Moreover, for a year and a half, after being immersed and in poor condition in the fight against COVID-19, this coercion has increased the number of complaints of some. It should also be noted that, adding the workload to the policy of austerity of years caused by the plague of COVID-19, the morale of the nurses of Iparralde and France in general is low and that, before that, there is also fatigue and indignation in the health sector.

Many restaurants and lodgings also question its feasibility, as the resources available to them are "impossible" for the sanitary walk. They ask the Government to delay the measure until September, but the request has not been approved. However, "listening to the concerns", the government has specified that "with flexibility" personnel checks will be carried out.

Majority for

If one relies on opinion polls, it appears that a large majority is in addition to the measures taken by the French Government. 76% of the Basque population is in favour of vaccination against health and surveillance. As for the health step, 58% are committed to forcing the document in bars and restaurants. 63% support the payment of antigen tests and PCR tests that had so far been removed. In general, Macron's recommendations are also taken as measures to overcome the epidemic.

Basically, on the night of Macron's speech, there were 926,000 people who had been told to vaccinate, and within two days, there were a total of 2.2 million.
