Jean Claude Juncker has read his last speech on the situation of the European Union, which he described as "irresponsible". The President of the European Commission has underlined that Europe has not been able to deal with this problem, focusing on migration. By the end of his term of office he wishes to set out the foundations of a migration policy which, after several failed attempts, has failed to complete.

The Security Department wants to create a new border police to prevent migrants from entering. The Police intends to become a border policeman with 10,000 members by 2020. This police force will have its own budget and operational autonomy.
