Since the creation of the Euskera Service of the Department of Education, it has promoted and promoted various programs and initiatives to improve the Euskera level of teachers, the knowledge of Euskera children and the knowledge of Euskera

"In addition to human capital, there is currently great professionalism and irreplaceability around the IRALE and EGB programmes, which should be used and strengthened to face new challenges"

to increase and consolidate its use, to guarantee the linguistic quality of teaching materials, to channel linguistic standardization projects in educational centers, to demonstrate the Basque level of teachers... However, two of these programs have been questioned in recent days by the Department of Education:

The IRALE programme was established to ensure basic language training for teachers. Later, in addition to providing training to enrich this linguistic training, he began to provide didactic training for the teaching of language and culture to address the Basque dimension of the curriculum. Hundreds of teachers have been able to improve their professional activity thanks to the training received at IRALE; and so on, pending this essential complementary training.

Around 3,000 boys and girls participate each year in the Idiomatic Hobby Centers (EGB). The main objective is to offer children living in the Basque rural environment the possibility of knowing a rich Euskaldun environment and even living in Euskera, so that they have the opportunity to live a memorable experience; in this way, to be able to give an effective impulse to the learning process of Euskera and its affective relationship with the language. The group of inpatients, composed of 20 teachers monitors, has been deepening, experimenting, researching and broadening knowledge for more than three decades. The most numerous professional group that has existed in history has the theme of leisure and Basque; experts in pedagogy and psychology, group dynamics, cooperation, the world of emotions; that is in constant renewal and essay and that has contributed valiantly to the educational community, that is doing it and that can do specifically in this situation.

In addition to human capital, there is currently a great and irreplaceable professionalism around the IRALE and EGB programmes, which should be used and strengthened to face new challenges.

In fact, since COVID-19 became a pandemic, students from the Basque Autonomous Community have had to learn from home, and most will not return to classrooms until September.

There are two factors that directly influence the level of linguistic competence of the students and, consequently, the other subjects of the curriculum: the family language and the socio-linguistic environment.

However, for many students, the school is the only option to be in contact with the Basque language, with their learning language, since their family language is different from the Basque language and live in Castilian socio-linguistic environments. Therefore, around six months will have little contact with the Basque Country, with the impact that this will have on its capacity to Euskera and, consequently, on other subjects of the curriculum, jeopardizing the exclusion of some students from the educational system.

"We ask you not to close the Idiomatic Strengthening Centers and keep the IRALE staff, as the next course we will work for the Education System to continue to Euskaldunify children and ensure their equal opportunities"

COVID-19 has put our way of life, that of the whole of society on its head, and we know that this requires us to redefine the objectives and priorities of our work and adapt our ways of working. Consequently, we have reorganized and put in the same direction all the programs of the Euskera Service: to support the centers that are in a more vulnerable situation in terms of knowledge and use of the Basque Country, so that each program, in their respective areas, does not suffer in the knowledge of the Basque Country. However, this is not possible with the reduction of resources.

Criteria have been laid down in the ULIBARRI programme for linguistic standardization for the introduction of special measures to strengthen the Basque country in the projects. During the time Etxealdia has lasted, the linguistic normalization advisors of berritzegunes have prioritized the communication capacity and use of students. They've created specific materials and adapted many more. With a view to the new course, linguistic normalization will have a fundamental importance in order to enhance the students' communicative capacity in Basque.

In the IRALE programme, seeing that the next course will not be available for ordinary courses, we have presented a proposal in collaboration with the centres where the IRALE faculty is in a worse situation, on the methodology for working orality and reading comprehension for training and advising teachers.

In the case of the Centers for Idiomatic Strengthening, we have presented a series of proposals in which we have shown our willingness to go to the educational centers and to make the stay in the internship in the center itself, working the Basque for the whole week.

On the part of the Department of Education, only negative ones have been received, one after the other. Accordingly, the Department has decided to close the Language Support Centres and to dismiss a third of IRALE workers.

Thus, we will not achieve an Education System centered on the Basque language.

Therefore, we ask you not to close the Idiomatic Strengthening Centers and to keep the IRALE template, as the next course we will have to fill the pants so that the Education System continues to euskaldunify boys and girls and guarantee their equal opportunities.
